Director-General of the Department of African Affairs of the Foreign Ministry Lin Songtian Holds Briefing on the FOCAC Summit

On December 15, 2015, Director-General of the Department of African Affairs of the Foreign Ministry Lin Songtian held a briefing for non-African envoys in China on the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) co-chaired by President Xi Jinping and President Jacob Zuma of South Africa. Nearly 60 envoys or representatives as well as 15 journalists of 7 African countries who were on a joint visit to China attended the briefing.

Director-General Lin Songtian introduced the main information and fruitful results of the summit. He expressed that the summit, with a distinctive theme and a high rate of attendance, is large in scale and rich in contents. President Xi Jinping delivered a series of important speeches during the summit to comprehensively and systematically elaborate China's new ideas, new concepts, new policies and new measures for developing its relations with Africa, receiving strong resonance and good comments from the African side. Both sides formed a consensus at the summit and together mapped out a new blueprint for China-Africa cooperation and development, which can be summarized as "1+5+10"model, namely, elevating the positioning by lifting China-Africa relations to comprehensive strategic partnership of cooperation, building five major pillars to support the new positioning of China-Africa relations and focusing on implementing the ten major cooperation plans in the next three years.

Director-General Lin Songtian stressed that one of the most important consensus reached at the summit was that both sides determined to take the historic opportunity of connecting their development strategies, leverage their two advantages of political mutual trust and economic complementarity and play the leading role of industrial connection and production capacity cooperation to support Africa in breaking the three development bottlenecks of backward infrastructure, insufficient talents and capital shortage as a priority, forging its industrial system, food security guarantee system and public health prevention system featuring independent and sustainable development, and solving its three livelihood issues of employment, food and clothes and health, so as to closely link China's development with the help for Africa's development and together realize win-win cooperation and common development.

Director-General Lin Songtian expressed that Africa and the international community spoke positively of the summit. China will, on the principle of "proposed, agreed and led by Africa", carry out third-party cooperation with other partners of Africa so as to jointly help Africa realize peace, stability and prosperity. Lin Songtian also answered questions from the journalists.
